Note
Includes open market operations and seigniorage. Effective February 1, 2023, Banque du Liban (BDL) announced a change of Lebanon's official exchange rate from 1,507.5 LBP / USD to 15,000 LBP / USD. The increase in the Exchange Stabilization Fund, a special account which is included in the Re-Valuation Adjustment item in accordance with Article 75 of Code of Money and Credit as per Central Council decision number 1/14/23, reflects the decrease in Other Assets as at 5/31/2023. Articles 75 and 115 of Code of Money and Credit. Based on Central Council decisions 9/21/7 dated 10/15/2009, 44/7/15 dated 3/18/2015, 47/12/18 dated 4/11/2018, 20/27/1 dated 12/23/2020 and their amendments and supported by BdL's Legal department opinion 5205/11 dated 12/29/2006; Other Assets and Assets from Exchange Operations include deferred interest costs amounting to a total of LBP 120.31 Trillion. Based on Central Council decision number 23/36/45 dated 20/12/2023, all previous Central Council decisions related to Seigniorage were suspended and all deferred interest costs emanating from open-market operations are to be presented under a new line item. As a result, all deferred interest costs included in Other Assets and Assets from Exchange Operations amounting to LBP120.14 Trillion as at 15/01/2024 are transferred to "Deferred Open-Market Operations". Based on the Central Council's decision number 48/4/24 dated 02/15/2024, BDL relied on the USD/LBP Electronic Platform rate as of 02/29/2024 equivalent to LBP 89,500. The balance sheet figures as at 10/15/2024 are restated. |
