Note Starting November 2017, the BDL foreign assets include the Lebanese government's sovereign bonds issued in foreign currencies. BDL paid USD 500 million representing the principal on Lebanese eurobonds maturing on the 23rd of April 2019, and a total of USD 402 million representing maturing coupons since the 1st of January 2019. BDL paid USD 115 million representing maturing coupons on the Lebanese Eurobonds from the 1st till the 15th of May 2019. BDL paid USD 1135 million representing maturing principal and coupons on the Lebanese Eurobonds from the 16th till the 31st of May 2019. BDL paid USD 2080 million representing the maturing principal and coupons on the Lebanese Eurobonds from the 16th till the 30th of November 2019. The decrease in Foreign Assets during the two weeks period ended on 9/15/2021 is mainly due to foreign securities, offset by a decrease in foreign currency liabilities, and this particular transaction does not affect external foreign currency liquidity. The increase in Foreign Assets and Other Liabilities during the two weeks period ended on 9/30/2021 is due to the transfer of the proceeds of Special Drawing Rights from the IMF. Effective February 1, 2023, Banque du Liban (BDL) announced a change of Lebanon's official exchange rate from 1,507.5 LBP / USD to 15,000 LBP / USD. As at 10/15/2024, Foreign Assets contain liquid foreign reserve assets of USD 10.322bn (USD 8.573bn as at 7/31/2023). Based on the Central Council's decision number 48/4/24 dated 02/15/2024, BDL relied on the USD/LBP Electronic Platform rate as of 02/29/2024 equivalent to LBP 89,500. In accordance to Central Council decision number 13588 dated 25/10/2023 to ensure alignment with international standards and the implementation of best practices, the classification of "Foreign Assets" has been revised to "Foreign Reserve Assets" to represent only non-resident and liquid foreign assets which is equal to USD10.263 Billion (USD8.573 Billion as at 31/07/2023). Other resident and/or illiquid items were reclassified to "Securities Portfolio" or "Loans to Local Financial Sector". The balance sheet figures as at 10/15/2024 are restated. |
