Note Effective February 1, 2023, Banque du Liban (BDL) announced a change of Lebanon's official exchange rate from 1,507.5 LBP / USD to 15,000 LBP / USD. Based on the BdL Central Council Decision No. 48/4/24, dated 02/15/2024, the official exchange rate of 89,500 LBP per dollar has been adopted in the BdL Balance sheet starting January 31st 2024. As per the IMF recommendation to align with the International Norms, and according to the BdL Central Council's Decision Number 37/20/24 dated 9/13/2024, and starting January 2024, the Foreign Currencies Assets were recompiled according to the Residency concept.1- As per the IMF recommendation to align with the International Norms, with IMF references: a- the "Sixth Edition of the Balance of Payments and International Investment Position Manual: (BPM6, paragraph 6.64) b- the "Monetary & Financial Statistics Manual & Compilation Guide" (MFSM-2016 paragraph 4.16 & footnote 2 page 55) and; 2- According to the BdL Central Council's Decision Number 37/20/24 dated 13/9/24, and starting January 2024, the BdL Foreign Assets include the Monetary Gold (the Law No 42/86, dated September 24th 1986, prohibits the sale of the BdL Gold Assets; except through a legislative text promulgated by the Parliament), the Non-Resident foreign securities held by BdL, and the Foreign Currencies & Deposits with Correspondent Banks & International Organizations; while excluding the Lebanese Government's Sovereign Bonds and the BdL Loans in FX to Resident Banks and Financial Institutions. Revised series starting January 2024. |
Description Gross liquid foreign currencies held by the Central Bank as reserves. Excluding gold, Eurobonds, and foreign securities. Starting November 2017, the BDL foreign assets include the internationally traded Lebanese government's sovereign bonds issued in foreign currencies and held by BDL. |
